Since September 11, amendments on quarantine phytosanitary supervision come into force. Phytosanitary supervision is carried out in respect of all plant products that are imported into the territory of the Russian Federation or, conversely, exported abroad. This makes it possible to prevent the penetration of various pests of crops and pathogens.
The first amendment is related to the adoption of a risk-oriented approach to the verification of control entities. All control subjects will be divided into three risk groups: low, moderate and medium. The frequency of checks will depend on the group. So for subjects with a low risk category, planned checks are not provided, and subjects with a moderate risk group and with an average risk group will be checked every five years and every four years, respectively.
The second amendment gives Rospotrebnodzor the authority to check the subjects of quarantine phytosanitary control at the border, together with the customs service. The Rosselkhoznadzor and its territorial administrations will be responsible for control in places in which plant quarantine points are equipped (the list is approved by the Rosselkhoznadzor) - under-quarantine products will be checked here during its turnover in Russia. In addition, the Rosselkhoznadzor will carry out supervision in places of storage and processing of sub-quarantine products - here sub-quarantine objects (lands, buildings, equipment, etc.) are subject to control.
Compliance with Russian quarantine phytosanitary rules will be evaluated. And exporters of sub-quarantine products will also check compliance with the phytosanitary legislation of importing states.
Supervision will be carried out through inspections, planned raids, as well as measures to prevent violations. At the same time during checks, quarantine phytosanitary inspections, examination, survey of quarantine products, various researches, tests, measurements, examinations are allowed.
